Global Peace International Launches the Armenian National Assembly Monitor

BURBANK, Calif., July 8, 2026 — Global Peace International (GPI) today announced the launch of the Armenian National Assembly Monitor, a free public accountability service that documents the conduct of every member of the National Assembly of the Republic of Armenia. The Monitor is available now at www.globalpeaceinternational.com/monitor.

The Monitor maintains a profile for each of the 105 deputies of the ninth convocation, recording their votes and grading their fidelity to the Constitution of the Republic of Armenia on the Armenian five-to-one scale. Alongside the member profiles, the Monitor publishes documented case files. Each case sets out what a challenged act does, why GPI assesses it to conflict with the Constitution and the law, the legal reporting track the case has entered, and the responses of the responsible institutions, published beside each report, including their silence.

The Monitor opens with its first case: the amendments to the Electoral Code adopted by the National Assembly on July 3, 2026, which bar citizens from voting in parliamentary elections and national referendums unless they have lived in Armenia for at least twelve months of the preceding two years. The measure disenfranchises labor migrants, seasonal workers, and tens of thousands of diaspora Armenians holding citizenship of the Republic. Civil society organizations in Armenia have condemned the provision as unconstitutional, and opposition deputies have announced a challenge before the Constitutional Court. GPI's accompanying legal analysis, published today in English and Armenian, concludes that the law violates Articles 7, 48, and 80 of the Constitution and that no referendum conducted under it, including the constitutional referendum sought as a precondition of a peace agreement with Azerbaijan, can produce an enforceable result.

"The National Assembly's mandate comes from two sources only: the Constitution that creates it and the citizens who fill it. When a parliament strips its own citizens of the vote, the record of who did it must be permanent, public, and attached to a working legal response. That is what the Monitor is. Every violation will be documented, every documented violation will be reported through the channels the law provides, and every response, or every silence, will be published for the voters to see."

The Monitor's roster is drawn from the parties' certified 2026 electoral lists, marked provisional pending publication of the official member list, and individual grades are issued as roll-call votes are published. All entries are anchored to source documents.
